Here’s a recap of what Republicans achieved on the House Floor this week:

Standing With Israel Against Iranian Aggression ✅

On April 13, Iran launched a direct attack on the state of Israel, firing over 300 missiles and drones at the nation – the first time Iran has ever directly attacked Israel, a marked escalation from their reliance on terrorist proxies like Hamas, Hezbollah, and the Houthis. Israeli and American forces, along with other allies, shot down 99 percent of the missiles launched by Iran; however, 12 people were treated at a hospital after the attack and Iran continues to threaten Israel with “a decisive and much stronger response.”

This direct attack follows the barbaric October 7th terrorist attacks perpetrated by Iran-backed Hamas that claimed the lives of over 1,200 innocent Israeli civilians and took more than 240 hostage – the deadliest day for the Jewish people since the Holocaust.

Israel is a great ally and friend of the United States, and our partnership in combating terrorism is crucial to the national security of both nations. It is vital that we stand by Israel and support them in their efforts to ensure the safety of their people. Israel has every right to defend itself and respond strongly to this unjustified attack to show Iran there will be consequences for their evil actions.

This week, we passed several measures to demonstrate our support of Israel and take action against Iran. These bills, combined with other House-passed legislation that Leader Schumer has refused to take up in the Senate, represent a comprehensive response to the Iranian threat by supporting Israel’s response to the attack and sanctioning Iran’s leaders, cutting off their revenue sources, and targeting their partners and terrorist proxies.

H.R. 6046, the Standing Against Houthi Aggression Act, introduced by Rep. Andrew Clyde, redesignates the Houthis as a Foreign Terrorist Organization after the Biden Administration removed them from the list.

“President Biden’s cowardly capitulation to Iran and its proxies has encouraged Iranian terrorist aggression — dangerously putting Americans and our allies in harm’s way. The Biden Administration’s severely misguided decision to remove the Houthis’ FTO designation, which President Trump put in place, undoubtedly emboldened the Iranian proxy group and exacerbated hostilities in the region. I’m incredibly pleased by the bipartisan passage of my legislation to redesignate the Houthis as an FTO, as this sends a powerful message to both our Commander-in-Chief and Iran that the House is committed to taking action against acts of terror,” said Rep. Andrew Clyde.

H. Res. 1143, introduced by Rep. Tom Kean, stands with Israel and supports their right to respond to Iranian aggression and deter future aggression.

“Last weekend, the world watched in horror as Iran launched over 350 drones and missiles to Israel,” said Rep. Tom Kean. “These aggressive actions only escalate tensions and endanger innocent lives. I strongly condemn Iran's unprecedented attacks on Israel, our greatest ally in the Middle East, and the House of Representatives stands ready to assist Israel with emergency resupply and other security, diplomatic and intelligence support.”

H.R. 6323, the Iran Counterterrorism Act, introduced by Rep. Young Kim, requires Iran to cease support for acts of international terrorism as a condition for the President to waive secondary sanctions and provides for a congressional review process for national security interest waivers of these sanctions.

“Just as Hamas was preparing its assault on Israel, the Biden administration greenlit the transfer of $6 billion in Iranian funds that Iran President Raisi said he would spend ‘wherever we need it.’ We cannot afford to embolden Iran – the world’s largest state sponsor of terrorism – any further,” said Rep. Young Kim. “The Iran Counterterrorism Act ensures Congress can weigh in before the executive branch waives sanctions on Iran. I thank my colleagues for coming together in a bipartisan way to support this bill, restore Congressional oversight, and hold Tehran accountable.”

H.R. 4691, the Iran Sanctions Relief Review Act, introduced by Rep. Keith Self, provides for tighter congressional oversight of any Administration attempt to weaken sanctions imposed on Iran.

“When the Iranian regime chants ‘Death to America’ or ‘Death to Israel,’ the posture of the Biden administration should be to project strength – not appeasement. Releasing billions of dollars that were once held out of Iran’s reach through sanctions was the wrong response. It is imperative that Congress exercise oversight before the lifting of any Iranian sanctions. This legislation ensures that those safeguards are in place,” said Rep. Keith Self. 

H.R. 5947, introduced by Rep. August Pfluger, ensures Iran cannot gain access to funds that could be used to support terrorism, including funding the Biden Administration has tried to make available to the Iranian regime.

“Americans deserve leaders who unequivocally stand against terror and with our ally Israel, not those who facilitate Tehran’s access to billions of dollars,” said Rep. August Pfluger. “When it comes to foreign policy, President Biden has gotten it wrong every single time. His strategy of appeasement has made our country less safe and emboldened our adversaries to attack U.S. allies around the world. I am proud that the House passed my bill to stop the flow of money into Iran’s war machine and help protect Israel.”

H.R. 3033, the Solidify Iran Sanctions Act, introduced by Rep. Michelle Steel, repeals the sunset provision in the 1996 Iran Sanctions Act, which serves as the foundation for U.S. sanctions on Iran.

H.R. 6603, the No Technology for Terror Act, introduced by Rep. Nathaniel Moran, further restricts the export or re-export of U.S.goods and technology to Iran, including those used to manufacture the missiles and drones attacking our forces across the Middle East.

H. Res. 883, introduced by Rep. Anthony D'Esposito, expresses the sense of the House of Representatives that the slogan, ‘‘from the river to the sea, Palestine will be free’’ is antisemitic and its use must be condemned.

H.R. 5917, the Strengthening Tools to Counter the Use of Human Shields Act, introduced by Rep. Mike Gallagher, strengthens the 2018 Sanctioning the Use of Civilians as Defenseless Shields Act by adding Palestinian Islamic Jihad as a covered entity, providing new authorities holding accountable those who use human shields, and reauthorizing the law through 2030.

H.R. 5826, the No Paydays to Hostage Takers Act, introduced by Rep. Joe Wilson, deters the government of Iran and others from taking U.S. hostages by imposing sanctions and strict penalties. 

H.R. 4681, the Illicit Captagon Trafficking Suppression Act, introduced by Rep. French Hill, requires the President to impose sanctions on foreigners that engage in activities or transactions that advance the illicit production and proliferation of captagon, and requires the President to report to Congress on whether certain Syrian and Hezbollah leaders meet that criteria.

H.R. 5921, the No U.S. Financing for Iran Act, introduced by Rep. Bill Huizenga, stems resources available to Iran by prohibiting the Treasury from issuing any licenses authorizing a U.S. financial institution to engage in transactions for trade with Iran, other than humanitarian aid benefitting Iranian citizens. The bill also requires the Secretary to oppose IMF assistance to Iran and to ensure that IMF members do not exchange SDRs held by Iran.

H.R. 5923, the Iran-China Energy Sanctions Act of 2023, introduced by Rep. Mike Lawler, expands the secondary sanctions regime involving Iran to include all transactions between Chinese financial institutions and sanctioned Iranian banks that handle the purchase of petroleum and petroleum products, and requires an annual determination of whether Chinese financial institutions have engaged in sanctionable conduct.

H.R. 6245, the Holding Iranian Leaders Accountable Act, introduced by Rep. French Hill, brings transparency to terrorist financing by requiring the President to report on, and subsequently publish, the assets of certain Iranian government officials and terrorist leaders and seek closure of the U.S. and foreign financial institution accounts connected with the assets.

H.R. 6015, the Iran Sanctions Accountability Act of 2023, introduced by Rep. Blaine Luetkemeyer, requires the President to issue regulations to ensure that humanitarian exemptions involving Iran sanctions do not facilitate acts of international terrorism or the proliferation of weapons of mass destruction.

H.R. 6408, introduced by Rep. David Kustoff, suspends the tax exempt status for non-profits that have provided material support to terrorist organizations like Hamas.

H. Res. 288, the Encouraging the EU to DESIGNATE Resolution, introduced by Rep. Claudia Tenney, encourages the European Union to designate the Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization, as the U.S. already has.

“We have always stood, this Congress, by our friend, Israel: Our greatest ally in the Middle East; a democracy in the Middle East. But they are always under attack. They've been under attack since their existence, and they know how to defend themselves. But when they respond, whatever choice the people of Israel make through their elected leaders, we need to express our support for that defense. That's Israel's right,” said Majority Leader Steve Scalise. 

“We need to put sanctions back on Iran; they shouldn't be able to sell their oil on world markets, for example. Iran has made up about $60 billion in the last three years selling their oil on world markets. They shouldn't have that access. They use that money to sponsor terrorism. And now they're using that money directly to attack our friend and our ally, Israel. And while Israel is under attack now more than ever, we need to be unequivocal in our support for our friend Israel and the right to self-defense. So God bless the people of Israel. We stand with them.”

“The Iranian regime poses one of the greatest threats to peace throughout the Middle East and the world. They are a state sponsor of terrorism. The Houthis, who Iran backs, are terrorizing ships throughout the Red Sea. They are funders of Hamas. They are a sworn enemy of America. And their number one goal is to destroy Israel. Even more troubling, they are doing everything possible to build a nuclear weapon. Iran's deplorable attack against Israel demands consequences,” said Rep. Michelle Steel. “The Solidify Iran Sanctions Act does what it says: Solidify those sanctions, making them permanent. The people of Israel, American soldiers, and innocent people throughout the Middle East should not live in fear of the Iranian regime and their terror. We must act now.”

“A crucial pillar in the global fight against terrorism is dismantling the financial networks of terrorist organizations. Without access to resources and funding, terrorist organizations are seriously restricted in their ability to carry out attacks in the very first place. Recent reports indicate that there are U.S. based nonprofits that are suspected of providing support and funding to terrorist groups,” said Rep. David Kustoff. “Under no circumstances should organizations that support terrorism be allowed to receive preferential treatment under the United States tax code. This bill, Mr. Speaker, is a crucial step towards dismantling the financial networks of terrorist organizations across the globe, including Hamas, Hezbollah, and the Islamic Revolutionary Guard Corps.”

Rep. David Valadao highlighted how the bills passed this week by the House hold Iran accountable and send a clear message that there are consequences for attacking American allies.  


 
Rep. Claudia Tenney celebrated the passage of H. Res. 288, which encourages the EU to designate the Islamic Revolutionary Guard Corps as a terrorist organization.  



Supporting Israel’s Self Defense ✅

A week ago today, Iran fired over 300 missiles and drones at Israel in an unprecedented and unjustified attack. Thankfully, Israeli and American forces, along with other partners, intercepted 99 percent of the missiles, keeping damage to the nation minimal and demonstrating the necessity of supporting Israel’s defense.

This attack follows the October 7th attack by Iran-backed Hamas, which killed over 1,200 Israelis and was the deadliest day for the Jewish people since the Holocaust. Over 240 hostages were taken on October 7, and to this day, Hamas still holds as many as 133 hostages in Gaza, though the true number remains unclear. 

As Israel’s security continues to be threatened by Iran and its terrorist group proxies like Hamas, Hezbollah, and the Houthis, we must stand strongly with our friend and support Israel’s right to defend itself. 

House Republicans are bringing legislation to replenish Israel’s defense systems, including the Iron Beam, Iron Dome, and David’s Sling, in light of recent attacks on our ally. Additionally, our legislation provides funds for current U.S. military operations in the region in response to Iran-backed attacks on U.S. forces in the region.

H.R. 8034, the Israel Security Supplemental Appropriations Act, 2024, sponsored by Rep. Tom Cole, replenishes critical defensive systems including the Iron Dome and David’s Sling, provides additional weapons and munitions to Israel, and supports U.S. military operations responding to Iran-backed attacks on American troops and global shipping.

“We are confronting a tinderbox of uninvited aggression on multiple fronts, and America must stand firmly on the side of freedom. Israel is literally on the front lines. Just this past weekend, Tehran executed an unprecedented aerial assault on Israel, firing hundreds of missiles and drones. The threat from the leading state sponsor of terrorism cannot be understated – nor can the threat from its proxies. H.R. 8034 supports the defense of our great ally and U.S. military in the region,” said Rep. Tom Cole.

Countering the CCP and Defending Taiwan ✅

Last October, China sent 43 military aircraft and seven ships near Taiwan in an attempt to intimidate the self-governing island democracy – part of an escalating campaign of threats and harassment that the Chinese Communist Party has conducted in their mission to take control of the island and region.  

As China continues to threaten Taiwan, it is vital that we continue to counter their intimidation efforts and maintain deterrence to protect our partner and defend them against communist tyranny. 

House Republicans are bringing forward legislation to strengthen our relationship and provide Taiwan with the resources it needs to protect themselves from growing Chinese aggression. Our legislation would provide military aid to Taiwan and strengthen the United States military presence in the Indo-Pacific region.

H.R. 8036, the Indo-Pacific Security Supplemental Appropriations Act, 2024, sponsored by Rep. Tom Cole, strengthens deterrence against China’s threats, combats the Chinese Communist Party’s efforts to take control of the Indo-Pacific region, enhances the relationship between regional partners and the U.S., and invests in infrastructure and munitions for Taiwan’s defense.

“Taiwan is a strong global partner. The Chinese Communist Party doesn’t like that and is intent on exerting control over them and the Indo-Pacific region. We must combat these threats and predatory behavior. H.R. 8036 does just that by strengthening deterrence initiatives and protecting American security interests in the Indo-Pacific,” said Rep. Tom Cole.

Combatting Russian Aggression ✅

House Republicans brought forward legislation to address the ongoing war in Ukraine and work with our regional allies as they combat Russia, as well as to replenish and modernize U.S. weapons stocks and our defense industrial base to prepare for future conflict.

Our legislation provides aid to Ukraine to combat Russian aggression, paid for by accessing Russian assets in American banks, while also boosting transparency and oversight of aid and equipment sent to Ukraine through in-person monitoring requirements.

Additionally, our legislation would force President Biden to outline a strategy and provide Ukraine the weapons it needs to win, implement cost-matching requirements to ensure our partners contribute their fair share, and create a process to convert economic assistance into repayable loans.

H.R. 8035, the Ukraine Security Supplemental Appropriations Act, 2024, sponsored by Rep. Tom Cole, provides aid to counter Russian aggression, replenishes U.S. weapons stocks, and strengthens U.S. defense initiatives in the region, while also ensuring oversight and monitoring of all assistance provided.

“Vladimir Putin continues his forcible and illegal invasion of Ukraine. The conflict is now a war of attrition. It is incumbent on Ukraine’s friends to urgently provide resources to ensure they can continue their fight to protect their sovereignty and defeat a tyrant. H.R. 8035 provides tools to counter Putin’s Russian aggression, replenishes American weapons stocks, strengthens U.S. defense initiatives, and continues strong oversight of all support,” said Rep. Tom Cole.

This bill supports that principle, two-thirds of which will be spent here at home through investments in the U.S. Defense industrial base to replenish our military equipment,” said Rep. Rep. Ashley Hinson pointed to how this deterrence package prioritizes replenishing U.S. military stockpiles, mandates strict oversight of aid, keeps America out of conflict, and protects our national security.  
 


Defending the American People From Foreign Threats ✅

Russia, China, and Iran all pose a grave threat to American interests, as well as a direct threat to our allies and partners. In order to defeat threats to freedom from our adversaries, we must make important policy changes that hold these nations accountable for their actions and protect America’s national security interests. 

Today, House Republicans passed legislation that includes comprehensive sanctions against Iran to counter the nation’s missile and drone program and curb Iran’s oil exports. It also contains measures that address the deadly fentanyl crisis that has taken the lives of more than 200,000 American citizens under the Biden Administration.

Included in our legislation is the bicameral, bipartisan REPO Act, which compels Russian President Putin to pay for his ongoing war against Ukraine and the devastation his actions have caused, holding Putin accountable in a fiscally responsible manner. Additionally, we ensure China cannot influence and exploit American citizens through the CCP-controlled social media application, TikTok. Currently, TikTok can be used to spy on Americans and steal their personal information, while also manipulating the content American users see, endangering our national security.

H.R. 8038, the 21st Century Peace through Strength Act, sponsored by Rep. Michael McCaul, holds Russia and Iran accountable through sanctions, addresses the deadly fentanyl crisis, protects our national security from the threat posed by foreign adversary owned applications like TikTok, and inhibits funding for terrorism.

“In order to truly confront the generational threat posed by the unholy alliance of Russia, China, and Iran, we need to make substantive policy changes in addition to providing critical security assistance to our partners and investing in our defense industrial base. I’m proud the 21st Century Peace through Strength Act includes the most comprehensive sanctions against Iran Congress has passed in years; the bipartisan, bicameral REPO Act; and protects Americans from the malign influence of the CCP-controlled TikTok. The time to pass this is now – we cannot wait anymore,” said Rep. Michael McCaul.

“This bill reverses the Biden Administration's relaxed stance towards Iran and China and starts to hold these bad actors accountable. Two of my bills, the SHIP Act and the Iran-China Energy Sanctions Act are included in this package. Both of these bills target the illicit oil trade between Iran and China,” said Rep. Mike Lawler. “Iran is exporting millions of barrels of petroleum every day. 80 percent of these exports go to China. Iran has taken in over $88 billion dollars from their illicit oil trade since President Biden took office, and they must not earn a cent more. To be clear: These illicit funds are used to fund Iran's regime of terror, including backing Hamas, Hezbollah, the Houthis and other terrorist groups, as well as their direct assault on Israel last weekend. Now is the time for America to lead, to support our allies, to combat our adversaries, and to continue our role as leader of the free world.”

The Select Committee on the Chinese Communist Party highlighted how H.R. 8038 includes legislation to prevent foreign adversaries like China from targeting, surveilling, and manipulating the American people through online applications.
