The Department of Housing and Urban Development's Tenant Resource Network Program makes grants to community organizations to advise tenants of properties that receive Section 8 public housing assistance of their rights when the property owner seeks to leave the Section 8 program. Essentially, the grants fund community organizing to encourage public housing tenants to lobby their landlords to keep buildings in the subsidized housing program. Federal tax dollars should not be used to pressure owners of residential rental properties to remain in federally-subsidized public housing programs.
